Request for Qualified Behavioral Health Services Providers

Request for Qualifications:

The South Florida Behavioral Health Network, Inc. d.b.a. Thriving Mind South Florida (SFBHN) seeks qualified and accredited behavioral health organizations who wish to sub-contract with SFBHN to provide behavioral health (Substance Abuse and/or Mental Health) treatment services. Funding is made available to SFBHN primarily through the Florida Department of Children and Families, Office of Substance Abuse and Mental Health. Interested parties are requested to complete the application included in this Request for Qualification. This application is designed to evaluate the applicant’s ability to comply with the service, administrative, fiscal, and data requirements of SFBHN. Applicants may apply to be pre-qualified for one service, or for a full continuum of care. An approved pre-qualified organization is not guaranteed a contract with SFBHN however it does qualify the organization to be considered for a contract should funds become available within the period that the organization is pre-qualified. Organizations are pre-qualified for no more than three years or as otherwise determined by SFBHN.

ITN # 013 – Mobile Response Team for Monroe County

South Florida Behavioral Health Network, Inc. (“SFBHN”) solicits applications from its pre-qualified agencies to implement a Mobile Response Team (“MRT”) in Monroe County. SFBHN is seeking to contract these services with a pre-qualified network provider with demonstrated expertise in providing behavioral health treatment services to children, youth, and young adults ages 25 and under. MRTs will provide readily available crisis care in a community-based setting and increase opportunities to stabilize individuals in the least restrictive setting to avoid the need for jail or hospital/emergency department utilization.

ITN # 012 – Involuntary Outpatient Service

South Florida Behavioral Health Network, Inc. (“SFBHN”) solicits applications from its pre-qualified agencies to implement an Involuntary Outpatient Service pilot project (“Project”) in the Southern Region.

During the 2018 regular session the Legislature funded this Involuntary Outpatient Services Pilot Project to demonstrate the impact of changes to the Baker Act. In addition, funding will be used to provide oversight and monitoring of individuals ordered to receive outpatient services under the Marchman Act, including those court ordered to receive treatment for opioid abuse and dependence. The Project is intended to increase compliance with outpatient mental health and substance abuse treatment services for individuals with histories of repeated admissions to mental health treatment services, or treatment noncompliance or refusal to engage treatment.

SFBHN is seeking to contract these services with a pre-qualified network providers with demonstrated expertise in providing behavioral health treatment services to individuals with histories of criminal justice involvement.

ITN # 011 – Community Action Treatment Team for Monroe County

South Florida Behavioral Health Network, Inc. (“SFBHN”) solicits applications from its pre-qualified agencies with experience in providing behavioral health services to children, youth and young adults ages 11 to 21 with a mental health or co-occurring substance abuse diagnosis with any accompanying characteristics such as being at-risk for out-of-home placement as demonstrated by repeated failures at less intensive levels of care; having two or more hospitalizations or repeated failures; involvement with the Department of Juvenile Justice or multiple episodes involving law enforcement; or poor academic performance or suspensions. Children younger than 11 may be candidates if they display two or more of the characteristics. It is the intent of SFBHN to contract with one provider for the operation of Community Action Treatment Team (CAT) in Monroe County.
SFBHN has entered into Phase II of the Construction Project of the Mental Health Diversion Facility described in Request for Qualification for Construction Services – Mental Health Diversion Facility, released on December 18, 2017 (“RFQ”). Eligible applicants are those pre-qualified general contractor’s resulting from the RFQ process.

South Florida Behavioral Health Network, Inc. (“SFBHN”) solicits applications from not-for-profit corporations incorporated in the state of Florida as a 501(c)(3) organization qualified to do business in the State of Florida and qualified governmental entities, quasi-governmental entities, and public school systems, currently providing, or capable and willing to provide, coalition services for Prevention of substance abuse and related consequences in Miami-Dade as part of a continuum of behavioral health care for individuals and their families. Applicants must have a physical location in Miami-Dade County at the time of submission of an application.

Request for Qualification for Construction Services – Mental Health Diversion Facility

The South Florida Behavioral Health Network, Inc. (SFBHN) is seeking Statement of Qualifications from interested General Contractors (“GC”) to assist in the selection of a single GC for the renovation and upgrade of an existing vacant facility located at 2200 NW 7th Avenue, Miami, FL, 33127 (the “Facility”) for legal occupancy as a behavioral health treatment facility (the “Project”). These activities are related to Project No. 193 – “Mental Health Facility” of the Miami-Dade County Building Better Communities General Obligation Bond Program.
