South Florida Behavioral Health Network, Inc. d/b/a Thriving Mind South Florida (“SFBHN”) solicits applications from existing or emerging non-profit Recovery Community Organizations to provide peer-based recovery support services in Miami-Dade County. Deadlines: Written Inquires are due by 12:00 P.M. [E.S.T.] on January 25, 2021 and the Applications are due by 4:00 P.M. [E.S.T] on February 5, 2021. SFBHN will not extend the deadlines due to technical glitches. Applicants are encouraged to submit their inquiries at least forty-eight (48) hours in advance of the deadline in order to avoid any such complications.

Request for Qualifications:
The South Florida Behavioral Health Network, Inc. d.b.a. Thriving Mind South Florida (SFBHN) seeks qualified and accredited behavioral health organizations who wish to sub-contract with SFBHN to provide behavioral health (Substance Abuse and/or Mental Health) treatment services. Funding is made available to SFBHN primarily through the Florida Department of Children and Families, Office of Substance Abuse and Mental Health. Interested parties are requested to complete the application included in this Request for Qualification. This application is designed to evaluate the applicant’s ability to comply with the service, administrative, fiscal, and data requirements of SFBHN. Applicants may apply to be pre-qualified for one service, or for a full continuum of care. An approved pre-qualified organization is not guaranteed a contract with SFBHN however it does qualify the organization to be considered for a contract should funds become available within the period that the organization is pre-qualified. Organizations are pre-qualified for no more than three years or as otherwise determined by SFBHN.

ITN # 012 – Involuntary Outpatient Service
South Florida Behavioral Health Network, Inc. (“SFBHN”) solicits applications from its pre-qualified agencies to implement an Involuntary Outpatient Service pilot project (“Project”) in the Southern Region.
During the 2018 regular session the Legislature funded this Involuntary Outpatient Services Pilot Project to demonstrate the impact of changes to the Baker Act. In addition, funding will be used to provide oversight and monitoring of individuals ordered to receive outpatient services under the Marchman Act, including those court ordered to receive treatment for opioid abuse and dependence. The Project is intended to increase compliance with outpatient mental health and substance abuse treatment services for individuals with histories of repeated admissions to mental health treatment services, or treatment noncompliance or refusal to engage treatment.
SFBHN is seeking to contract these services with a pre-qualified network providers with demonstrated expertise in providing behavioral health treatment services to individuals with histories of criminal justice involvement.

Request for Qualification for Construction Services – Mental Health Diversion Facility
The South Florida Behavioral Health Network, Inc. (SFBHN) is seeking Statement of Qualifications from interested General Contractors (“GC”) to assist in the selection of a single GC for the renovation and upgrade of an existing vacant facility located at 2200 NW 7th Avenue, Miami, FL, 33127 (the “Facility”) for legal occupancy as a behavioral health treatment facility (the “Project”). These activities are related to Project No. 193 – “Mental Health Facility” of the Miami-Dade County Building Better Communities General Obligation Bond Program.
